pretty straight forward to me but I have something wrong so I just want to get it wired up and working. Almost like wiring up a battery but I am overlooking something. '

Well, the function of the converter is to take an input voltage and produce an output voltage. In this case it takes + and - 9-18V input and produces a + and - 15V output (ie a 15-0-15 supply).
So in your amp there will be a power supply with an output that gives between 9 and 18V, both + and - (I'm guessing). So there will be 3 wires - plus, minus and ground. You connect these 3 wires :
Plus to pin 4
Minus to pin 3
Ground to pin 6
Good idea to them connect up the power supply and check the voltages on the converter are correct. Check for 15V between pin 7 and 6, and also pin 5 and 6
Then there will be the amp board, and this takes 15-0-15V as input. Again there will be 3 wires : Amp plus, amp minus and amp ground.
Amp plus to pin 5
Amp minus to pin 7
Amp ground to pin 6
using a wall wart with this and since that outputs normally pos, I am not sure how they are getting to the desired result.
