Before you fault the caps as being the wrong value,test them on another tester for verification.From what I see thats the old Radio Shack Micronta tester you are using and while they may be accurate on large value caps,over time the small scale need recalibrating. Test some other caps you have in that rating from other brands.
If the power supply waveform isn't pretty,neither is the sound in most cases.

Yup. Operator error, believing my test gear was up to the task. I'll use it for picking the same value caps in that range, and not for checking values.
The embarrassing part is having to send an eMail to Mouser and telling them they should charge me for the caps they gave me a refund for. :-(

So the caps turned out to be ok.I figured they were..There is a bright side tho.Since your caps were ok and you tell them to charge you for them,thats a good thing because you buy lots of parts as I do and when you really do have a problem,they will be more compelled to help you being you were honest with them.They put everything on record in those places.

I called. The nice lady answering the phone listen to me explain how the problem was a local one, me, and that they should charge me for the caps.
I had to underscore I didn't deserve the refund. We finally got the confusion straightened out--they will charge me for the caps.
Since I only needed four, and I wound up with 20, I got few extra kicking around. I'll have to find some place to use them.
