Several current production EL84 variants are good. The 1st to try is JJ's. More costly is the "reissue" GEC N709 from New Sensor, which gets excellent "press".
In an amp that's hard on tubes or simply must use 7189s, the EL84M, which is really Russian 6p14p-ev, is the go to variety. Sonics are good and toughness is OUTSTANDING. In vintage Scott, Sherwood, etc., amps this IS the type to buy.
Discuss your needs with AA sponsor Jim McShane. Make sure you tell him the equipment the tubes are going into. Good advice, quality merchandise, and fair prices are what the man is known for.

I wonder if there is a new production 7189?

As I've posted previously, Jim wasn't going to sell them to me when I told him they were going to be used in a Dynaco SCA-35.
I emailed Jim a link to Dave Gillespie's EFB article for the SCA-35, one of the benefits of which is the reduction the current draw for each output tube from 35mA to 27mA. I explained to Jim that I was in the process of doing the mod to my SCA-35.
His reply was, "You can trust anything Dave Gillespie has to say", and sold me a matched quad. I've been very happy with the sound, and have experienced zero issues with the tubes.

The 6П14П-EB (6p14p-ev), AKA EL84M, is a genuine 7189 equivalent. New Sensor "inherited" a winner and has kept on producing it.
Under no circumstances, should a reissue N709 be subjected to any sort of abuse. It's a good sounding variant, but it MUST be used according to EL84/6BQ5 restrictions. Notice what Jim McShane says about voiding the warranty on his site.
