I believe that was their method of creating an "artificial center tap" to provide a ground reference on the heater circuit for hum reduction.
Fender did that with 100 Ohm resistors at the pilot light.

Yes, without that connection there is no reference to groung.
Some amps use a capacitor to ground from a DC heater circuit, since the noise component is AC.
