This is from a recent ebay purchase and the seller says no leaks or shorts etc.
Does this mark on top of the tube (amperex 7308) concern anyone and should I return this thing? I attempted to scrub it off but it doesn't budge. It's like a brown crusty spot. I don't like it one bit.

Even if the tube were sold as NOS/NIB it is still possible for a tube to have these types of external imperfections. How a tube was stored can make a big difference in its appearance. If the tube wasnt sold as NOS and you say you want to return it for an external blemish you will look like a fool.

I have brand new old stock tubes that have green mold and brown spots on them on occasion and I usually take some nail polish remover and clean it off.
Where that most likely came from is from being in the original box that was in a damp climate and the box got wet and bonded itself to the tube and the seller didn't get it all off. if the tube is NOS,that is most likely what happened..Take a look at some of mine I have to clean up that NOS/NIB but look at the box and then the mold.
That also could be some matter that dropped on it like food or a mouse do do but I'm almost certain it's from the box.I wouldn't worry about it as that is very common with old stock tubes that lived in a damp climate.

If you paid big bucks for a supposed NOS/NIB tube then maybe it would be a concern. Other than that it isnt a big deal. Just scrape it off with a razor then get the residue with some acetone. 2 shakes no more crusties. cheers
Even if it is a NOS tube...so what. Like you said, scrape it off with a blade and move on.
Depending how it was stored, he may be looking at dried mouse piss, or #2. I've had many NOS tubes that looked pretty bad because of how they were stored or damage occurred to boxes, by mices. They love to make nests inside boxes.

If it's on the outside of the glass it has nothing to do with the function of the tube.

If it's supposed to be NOS, I'd send it back. I would also send it back if this is for equipment where the tube will be exposed to view in normal operation. Otherwise, it might be difficult to justify the return, especially if the tube was sold as used.

Your second sentence cant be serious!
I don't buy tubes with cosmetic defects. If this was permanently etched into the glass and the seller didn't disclose it prior to the sale, the tube would go back immediately.
