The tube has no Philips acid code so it cannot be a rebranded Mullard.
Follow Ups:
I have Philips made tubes that have been relabeled as well as the codes washed off. It is possible, but then you have to be able to identify the tubes internals, glass shape, etc in order to know.
I have no idea what a Philips acid code is. I do know however, like I stated, that the 280 near bottom of tube is a manufacturer code from Raytheon. Also I have a very similar looking 12AX7 branded Hammond, with the red print, with the other codes/printing rubbed off, which is a Millard, that flashes on startup.
