The CT not grounded is the only thing I can think of as a possible problem.
If there is AC on the plates and the heater is heated then there should be B+ on the cathode.
That's a head scratcher.
Is/was your meter set to DC when you checked the voltage at the cathode?
I'm grasping at straws, I don't know what else to do.

It is a real head scratcher. I will try to disconnect it and see what happens. The tube heats up so the filaments are connected. And like I mentioned I only have the rectifier connected so nothing after it can be a problem. cheers, Dak
Yes, could be.
Your DC meter might not read pulsating DC.
A cap would make that non-pulsating DC.
