Those are part of the getter ring. You could have a very early iteration. Just a WAG.
All the Mullard and Dutch Philips EL84 I've owned or know about had a single ring on the post. But, there were several styles of early EL84 tube, many of which I've never seen.
The single round hole in the plate sure looks Blackburn-made Mullard. How is the tone like?

You know that the early and earliest versions of almost every vintage tube tended to be the best sounding; right ?
So called "D-Getter" EL84s reign supreme in tone to my ears...
Anyone lucky enough to have a matching quad for their push-pull amps will also quickly know...probably undoubtedly...
Esp in Class "A" amps, like the Vox AC-15 and 30s. Rich harmonics with a powerful bass. Not duplicated with other EL84 (except, maybe the RCA 7189A).
Haven't heard or seen a GOOD NOS Mullard, in ten years.
