Are the National 5751 3 mica black plates identical to RCA 5751 3 mica Black Plates ?

Tre is correct, National is a rebrander. If RCA made the National branded tube and the internals of the tubes are the same then the tubes are identical regardless of branding.

I think National was just a rebrander. I don't think they ever made tubes.

P.S. National was not the same company as National Union.
