After reading and re-reading the seller's reply, I'm not so sure that's what he meant. I think what he was trying to say is the TS did not make either a 12SL7, or did not make the ones in question.
I'm more intrigued by the RCA round plate thing. I feel as I've been educated in that I did not know RCA did round - never seen them before. I have both TS and NU 6F8G's with round plates and the plate construction in both the TS and NU do not look like the ones in the sellers picture. I mean, sure, they're round, but that's where similarity to the TS/NU 6F8Gs ends. Round plate TS & NU 6SN7s I've seen are identical to the 6F8Gs with exception of the bottle shape and grid cap. The conclusion I'm inclined to jump to is that neither NU or TS made those 12SL7's.
Live and learn I guess.
Follow Ups:
RCA made round plate 12 and 6SL7 tubes. Perhaps also some other types which I havent seen. RCA never made a round plate 12 or 6SN7s.
I emailed him again asking him to clarify.
This is his response.

Yes, he actually said that.
"Listen please yes they had a tube company that is where they marked the tubes for other companies . These is not a tungsol manufacture anywhere and never was. All they did was mark millions of tubes."
In the face of evidence to the contrary he clammed up and changed the subject. He wanted to know my name and phone number.

Well, I guess the thoughts I had of e-mailing him a piece of my mind would in execution be fruitless.
I was going to call him out for his fake labeling of Lansdale tubes as Sylvania's, and comically erroneous date codes on his Ken Rad tubes.

I've never seen a 6SL7 or a 12SL7 with anything other than round plates.
Occasionally, round plate 6SN7's and 12SN& turn up,but they are rare.
The last one, 12sl7, that I had in my hand was a KenRad. I picked it up at an estate sale. It had flat, ladder-type construction. I've never used any 12v octals, but I knew what it was and it appeared NOS in box, so I snagged it. Cost me $2, I think. Bought an old brand X emissions tester too at that sale. I used the 12sl7 to see if the tester worked. I eventually ended up giving both away.
