I thought the VTA ST-70 was designed for 12at7's?
The 5963 is a 12au7.

It was, at one point. That's the circuit that won the Glass Audio ST-70 shootout way back when, from what I understand
Many felt the AT had too much gain, and came up with mods to the circuit, so it would work with AU.
VTA eventually started offering it with the option of the board being configured for one tube or the other. I don't keep up with what they're offering now. There wasn't much joy in the 12AU7 version for me, and I could never get a straight answer regarding proper circuit voltages.

The use of tube types not intended by the manufacturer, is now an acceptable segment in the hobby. In fact you can buy an adapter for most any kind of tube. The adapter makers do insist on tubes that are vaguely compatible sort of anyway, to avoid total nuclear fusion in your now sorry amp! I have been tempted myself. I like the big tone of the 6SN7 and have a nice collection of them to try out. I wonder what a given amp will sound like if the 6SN7 can be employed.
