Are you sure you changed the correct 1 ohm resistor. There are two. One is on the cathode and one is on the plate (not the grid). If the cathode resistor is open it will read high, but if the plate resistor is open there will be no reading of bias.

I followed the diagram from ARC that shows the resistor locations and values. That said, anything is possible and will check my work when I get the time.

I guess what is worrying me is the burnt smell and I didn't see anything burnt, just a bulged resistor. The other 7 output tube circuits are fine.

Could my problem merely be a cold solder joint on one of the pins on the socket or an arced socket?

A socket adaptor would be very useful here so that you could measure and post voltages on each pin.
