Pretty sure that was written by Joe Roberts, writer of Sound Practices, and the guy that ran the Joe List, among other things. He is a pioneer of the resurgence of tube audio, way back after the bleak days of the domination of solid state. Pretty legendary guy. As far as getting in touch with him, good luck with that.
AFAIK he has become somewhat of a recluse in the last 10-15 years or so. See the link below, I believe that is Joe groove'n in S. Korea. It wasn't Rosen, it was Joe S. I don't know how that myth got started. His moniker was Joe S. Unless he's changed monikers, he hasn't been here in many years.
Pity, he was one of the more knowledgeable posters here, and a nice guy.
