Is both quieter and sonically superior. I don't think that the sky is falling, 7199s are still plentiful if one can pay the tariff and 6gh8/6u8/etc. are very Common and cheap.

Should I be replacing a 50 year old driver tube?

I wouldn't replace them, just because they are 50 years old. As long as they are quiet & strong, let sleeping dogs lie. Heck, my 1962 Fender Pro has the original TS 5881s in it. Still sounds great.
You may want to look for good testing 7199, while the current ones are still good. Prolly only need a couple of sets to last another 10 years.
