Thanks, maybe there is some hope; I'm just having a difficult time finding it now.
From my perusing various threads/forums prior to placing my order, I had only come across 1 or 2 other instances where Jac's customers were not happy, and as I know that no one can make everyone happy, I didn't think I was taking a risk.
I truly cannot understand the behavior that he has exhibited in this situation. I keep thinking that surely he will ultimately come through and send the tubes that he owes me, but after almost two months of this, I frankly am quite frustrated and disappointed. I like EML tubes; I've had great customer service from TubesUSA (I guess my mistake was trying to save a few $ and order the 'cosmetic defect' tubes, rather than purchasing from George).
I've experienced truly great customer service from many in the audio industry--manufacturers/vendors shipping replacement product immediately when they have made a mistake, etc., rather than waiting for erroneous deliveries to be returned, etc. But since I'm going on two months since I paid Jac for tubes, plus I'm now out the shipping costs for returning the tubes he sent 'by mistake', I am at a loss. He does not seem too interested in keeping up his end of the deal, and since this whole fiasco is well outside the Paypal dispute period, I really don't have any means/leverage to get him to send the tubes he owes me (or for that matter accept delivery of the tubes I paid to ship back to him!).

JAC is a reputable man. And sorry it's been so frustrating for you :(
"this whole fiasco is well outside the Paypal dispute period"Did you fund the PayPal payment with a credit card? If so, you may still have a means to force a refund.

I think Jac would be glad to refund him his money in any event: one less order to worry about.
Also, it's Easter Holiday period: a 6 day long period that most everyone in Europe converts into a longer vacation.
Observe, before you think. Think before you open your yap. Act on the basis of experience.
