in my tube manual, it shows two pins as "IC" or internal connection? Would like to know if any of that family has open pins so that I can use the spot for a tieoff... thanks!

I checked all of the 6p14p types are open. you can use pin1 as a tie point or solder lug. You need to remember that you can't sub other tubes without checking them first.
I have some Tesla branded EL84 that have open pins. I suspect their follow-on bretheren brand, JJ, are the same.
They vary by brand and vintage. Recent Russian EL84s seem to have no connections, earlier US and European ones may or may not - so the pins may show "short" on a tester or not. The 7189A does use the pins, I believe.
I wouldn't do it!
I can remember some years ago asking myself the same question, as some datasheets seemed to say "IC" and some said "NC".
I resolved the issue by looking at 20 different 6BQ5's/EL84's. Some of them had connections to those pins, some did not.
