Did you clean the sockets (and possibly the new tube pins) before the tube swap? That is the #1 cause of issues from my experience.
If the tubes are making good pin to socket contact they should NEVER perform the way you describe them. It's difficult to understand two new tubes acting the very same way. One bad tube - well, it can happen. But both??
Hopefully the "burn-in" didn't damage the new tubes...
Clean things up, and if the tubes still don't perform I'd contact the seller right away. Don't wait - there is nothing in a "burn-in" process that will correct what you are describing.

I'll be replacing the outputs on my VTL amps soon and I should take your advice. I searched and found the following procedure from 2003. Is that your current recommendation?

Tube sockets must be fine though, since RCA 6SL7's work as they should. Tube pins though - that's a good idea.

You really can't make that assumption. The pin diameters could be different for one. And sometimes just the act of removing and reinstalling a tube will restore contact.
Clean the sockets well!
That's a good point, Jim. Hadn't considered pin diameter differences from vintage to new, you may be on to something.
