Other than scarce and expensive NOS, there is only 1 option to employ as a replacement for the 7189. The Russian 6П14П-EB (6p14p-ev), AKA EL84M, is that option.
The Russian tube is tougher than the proverbial brick outhouse and has quite decent sonics. :>) We are lucky to have it available.

When Sovtek first released the EL84M in the 90s it was actually a relabeled 6pi14ER/ER. Current version is 6pi14EV/EB. ER is 10K hour rated while the EV is 5K hour. Main visibly obvious difference is that the ER version has g1 radiators while the EV doesn't. Both versions are pretty darn good but the ERs are getting rare and expensive.
Does this mean the Sovtek EL84M is actually a Russian military tube that has been washed and relabeled?

The Saratov, Russia "Reflektor" plant (now owned by New Sensor) made the 6P14P variants, and years ago labeled them with their plant logo and tube number, that's it. Now that same plant makes the same tube labeled "Sovtek" and designates it as the EL-84M.
EL-84Ms are the current production version of the 6P14P-EV (or EB, it's just a difference in translation not a difference in tubes). They are not relabeled, they are labeled Sovtek when they are produced.

I would guess that current EL84M offerings are not "washed" and relabeled old military stock but relatively new mfg made to the old specs and labled "EL84M" from the start although it's difficult to know for sure.There's an opinion out there that the best of these types were produced "pre-Gorbachev". To the best of my knowledge, the only way to get the "PG" stocks are from Russian/East European sellers on eBay or from western dealers who originally got them from the same sellers themselves. FWIW, I've got early Sovtek branded EL84Ms (ER), and samples of NOS 6pi14EBs and 6pi14ERs and except for the slight visual differences betw the ER & EB versions, I find no significant differences betw them, sonic or otherwise. I've got a quad of the EL84Ms (ER) in a Heath AA151 with ~2K hrs on them. Look and sound good as the day I plugged them in.
Edit: Forgot to mention that while the least risky means of obtaining the PG versions is thru an established western seller, I've had excellent luck with Russian and Ukrainian eBay sellers. Goods were promptly shipped and well packed and due to intrinsic nature of a military rated device, all tubes were in fine operating condition and consistent in characteristics. Only glitch is that word is out and the price is up and availability down...recent political BS aside.
