I think the two most relevant questions are: 1) how much power do you need, and 2) what kind of condition is the Stereo 70 in?Other than the big difference in power output, it's still like comparing apples with oranges, not because the Stereo 70 isn't up to the task, but because there are variables that need to be taken into account. Just as one example, the EL34 sounds different from other power tubes. How do you like the sound of EL34 types compared with other tubes?
IMO, if you level the playing field by giving the original Stereo 70 circuit the same parts quality advantages that other current production amps have (i.e., low ESR electrolytics, polypropylene caps, etc., etc.), then it boils down to a matter of taste, not to any inherent lack of ability in the original Stereo 70 design.
I have not heard the Rogue, but I am sure it is a fine amp. I can say this, however, that I built a new Stereo 70 to the original circuit (but with some performance enhancements) about a year and a half ago and it compares very favorably with my Cary SLI-80 Signature, McIntosh MC275 IV or Parasound Halo gear. The original Stereo 70 circuit in proper/enhanced working order has the high end vibe. It's a full range amplifier that sounds clean, clear, detailed, sweet and has a low fatigue factor.

I need low power since my listening is all low level.
I also would be buying Bob Latino's ST-70 kit
AFAIK, you would have a range of tube rolling options in the Latino amp, including the power tubes, which is nice to be able to do. Don't know how flexible the Rogue is with tube rolling.
Rogue tube options:
EL34
KT77
KT88
6550
KT90
KT120
I'm sure I've missed a few.

Not to mention, the Latino is triode switchable as well. I've enjoyed my Latino ST 70 for several years now. Certainly right there as one of audio's "best bang for the buck". To be fair, the Rogue is also an excellent value.
