Its a free world, but IMO no tube is worth $299 used.
Try EI KT90 type two still available (at TCtubes I believe ,there was a thread recently on this) at less than $450 for a brand new quad. A great output tube that lasts a very long time. Can't say how they would compare to the GEC KT88 not having heard them, but my guess is that they would be competitive.
The test figures you were quoted mean nothing if you don't know what tester was used and what the new and minimal readings are for that tester and that type of tube.

A WE 300B may change your opoinion about used tubes' worth...
At one time that was true but it's longer the case with most output tubes...I have many Genelex and GEC tubes in NOS and near NOS and here is a set of five that are matched in the 95% range and the ones below are my original quad of KT88 reissues from 2007.Since we are talking about GEC KT88s,this is why I posted these but when people ask me the difference I would say the tubes are on par with each other sonically but the reissues have a more alive sound.I get the impression that GEC was going for the industrial market more than the audio market because I ended getting 14 new sealed in the package KT88 Genelex out of a lab at Ford Motor company in 1988.I got them for free but I have also seen these tubes used in Plasma cutters and other medical devices.
