out of the 6n8p, 6sn7, and 6h8c which will have the best sounding tubes?
the reason i ask is my integrated amp can use either (4 of them).

In general, the 6SN7 will outperform the USSR tubes you referenced. The 1578 is an exception, if you can find a genuine 1578 - most all on Ebay are fakes. The 6SN7 is quite linear and a good choice for a driver tube.
I found one 6SN7 that I liked among 10 various vintage 6SN7 tubes being the Sylvania 6SN7 with the plates on an angle (not opposed). The 6SN7GTA guarantees an early 1950s design. Produces a crystal clear and well balanced sound.
The Russian 1578 metal base are demanding over $130 a pair, I find the Sylvania in NOS for $15 a tube.
My personal favourites are the Rusky 1578 metal base tubes. Easily beats all the 6SN7s and 6N8s I've tried including some reputable NOS. Used to be able to buy them quite cheaply but obviously audiophiles have cottoned on.

I am very partial to 6SN7s but I have many of what people consider amongst the most desirable. You can find some really good ones on the market. You have to be very careful selecting the right Rusian tube. There isn't the same depth of experience with them. I will let someone else comment on those.
Please don't use "best" that term is impossible to work with. Just ask what people like to use.
I should mention if you amp can tolerate it the Mullard ECC32 /CV181 is a really pretty sounding tube.
