Interesting. My experience with recent production Russian tubes is that it's the power tubes that tend to test a little low (but still good). The newer small signal tubes usually test as expected. OTOH, I've found the life of almost all Russian tubes to be less than their Western NOS counterparts with the notable exception of the 6P3Ce, 6P14EV/ER and, surprisingly, the Sovtek 5AR4/GZ34.
Personally, I don't put too much weight on tube tester results because they rarely test under realistic operating conditions. I use a tester primarily to weed out junk that might cause damage if used in actual equipment. IMO,the real measure of a tube's goodness is whether or not it performs properly in the intended application. So......do your questionable tubes operate properly in your equipment? If so, take tester readings with a big grain of salt. If not, probably time to retube.
