Not to worry,some of these glow on start up.And others do not,the reason I do not know but I have 2 that do.It will not be a problem even though it is concerning.

Yes I know Mullard and Amperex flash, but I had no idea the Siemens would, no worries they sound great.
Since Philips owned all the factories (well, not Telefunken) you need to read the codes to find out where the tube was made and not just rely on what brand label is on the tube.
According to the site linked below:
"The ECC81 was the first double triode with noval socket introduced by Valvo in 1951. Most tubes of this type were not made in the Netherlands. Only very few came from the plant in Heerlen. The most common type (with VF1 code) was made by Siemens & Halske in Munich, Germany"
