Found this in a old meter room, got all excited when I saw the tubes, but nothing great I think.
Two 12BY7A, seven 6GK5, all Japan made. I know some CJs use 6GK5, but not sure if they even work. I will check if my tester has a setting for them.
Did Japan make any good tubes ?

Hell yes!
Check out the prices for Matsushita made 6922s, EL34s, and 5AR4s, if you can find them. Matsushita acquired tooling from Mullard. The tubes physically resemble Mullard and sound a lot like Mullard too. Durability is only slightly less than the English "parents".
Japanese 6GK5s are also fine.

Regarding Japanese tubes ... My first DIY project began with a ChannelMaster stereo integrated I bought for peanuts at Goodwill. The tubes inside were all ChannelMaster branded and include EL84, 12AX7, and 5AR4. I found that they all sounded very nice indeed in a variety of gear.
Now after years of being around tubes and related ephemora, I found out that those tubes were likely made by Matsushita in Japan. Well, it turns out that the factory was equipped with gear from the European Philip/Amperex factories. (Which makes sense, since Philips owned Matsushita at the time). So we're basically talking about Bugle Boy design and quality tubes.
What makes you think tubes have warmth? I hear distortion.

Direct heated output tubes like the 45, 2a3 and the 300b are some of the most linear (distortion free) amplifying devices ever made.
Take a look at a 6sn7 running 14ma at 200vdc plate into a high impedance (horizontal load line).
There is almost no source for harmonic distortion.
Show me one transistor that's anywhere near as linear.
I'm not sure what you are hearing.
