I recently moved from Scotland to Spain. All my stuff made it well, even these lost tubes. I recall unpacking some and placing them into my tube amps, while the rest of my collection was put back into a moving box, so it could be put into storage.Several days later the moving company returned to collect the empty boxes and packing material, which must have been the time my tubes and tube tester were accidentally removed as well.
Here is a list of the tube I can remember having: (There is still a good amount of (less common - to me) tubes that I can not remember.
To make an insurance claim I need to find out an approx. value of the tubes and tube tester.

I say start eBaying the items to find out the values listed there, then average things out. Provide this documentation to your insurer.
I had to do that for some things I own, as my insurance company requested the values of all things (including LP records, all the way from rare shaded dogs and Mo-Fis, to those old beat up 70's rock records from Goodwill!) before they'd even consider insuring me for anything more than the basic homeowner/renter policy (which I insisted to read over before I signed a thing! That was a good thing, as NOTHING else other than the very basics is covered). I was amazed at what wasn't covered!
I'm sure that others (with more experience) will chime in on this topic. This is what I've had to go through so far...
Since yours looks like it might be straight out theft, YMMV!
