Most people get impatient and don't wait long enough for the amp to warm. The tubes AND the internal components in the amp have to warm before you set bias. Look at the link below for some good info.
If that doesn't answer your questions post again. It is normal for the bias to go up as the amp warms.

Thanks Jim! I waited I half hour like your link says, & the bias had went back down to about 80! I turned it back to 90, but I'm wondering if this is a result of new tubes (under 50hrs) needing to burn in?
In the earliest hours a tube will often change bias some. Keep in mind it can also change if the AC voltage at the wall changes.
Set it to the spec, then check it again in 10 hours or so. When you adjust bias, once you reset it to spec be sure to watch it for a bit - it may require a bit of fiddling with to get it right.
