Could those have been sold by Mullard but made by someone else?I think so.
American tube companies did that all the time.
That didn't make them fake.
There are some great Tung-Sol 5687's branded by several other tube makers.
I have a bunch of Amperex BB 6DJ8's branded RCA. The RCA boxes are labeled as foreign made.
Are they "fake"?
Or is everyone saying "fake" meaning that they are new production, New Sensor Corporation "Mullard" tubes? I don't have a problem calling those fake.
I would try to find out who made them, they might be good tubes.

Sure companies re-branded tubes all the time. Tons of examples on our tube pic library (http://www.tubemongerlib.com/gallery2/main.php)However, these particular Mullard EL84's are a recent job from HK. Quite familiar with these boxes and labels. You will find many examples of this.

That particular seller can sell either genuine or questionable tubes. I've purchased from him in the last, mostly GEC KT88 and KT66 and some pre-amp tubes, which proved genuine, but I've never dealt with EL-84 tubes...
