As for NOS EL84 tubes, one of the best values for money are Siemens Munich E84L tubes. You can find these on Ebay with RTC France label. All of these came from a single source in France from a French auction a while back. Many vendors have it.
These are cheaper than normal Mullard EL84 or Amperex EL84 tubes if you can find any.

I am not following the logic there: if one was to counterfeit a tube why would one put a "fake" label on it? Further if Mullard were to buy tubes from Amperex Holland or Tungsram Hungary wouldn't that be "foreign made?"
Granted the boxes are new, but I were to counterfeit a Mullard tube I would put all the appropriate silk screen on it to identify it as a Mullard. I certainly wouldn't put "Foreign Made" on it.
Recently printed fake labels and fake boxes. Foreign means some other origin. Could be simple Ei Yugo tubes.
vintage EL84 from mullard wear etched codes like "B" (blackburn plant) or "R" (mitcham plant). so the dealer would have to ensure those EL84 wear mullard codes. ask him before you purchase!
