I did notice that are a whole new slew of axial lead KBG paper in oil caps coming up on Ebay. There are also some .022@400v called the k40n and the k40p.We may be stuck with only post Gorbachev stock.I'm starting to wonder about relabeled fakes as well.

Mind if I ask as well? Just bought these after following your posts. Look like they are dated 1981 and I read elsewhere that even '81 tubes are good.

How come those photos don't have the "OTK" approval stamp? In what era did these stamps exist?

OTK was the soviet military procurement office testing lab(s) at the factories. Literally OTK means quality control department or some such.
The OTK stamp meant the tube passed inspection for military service. The office went out of fashion with the soviet union. Current production and post soviet production should not have the OTK stamp, unless the factory kept them and continued to use them anyway.

ALL tubes shipped from the factory have passed the inspection, sometimes the mark might be not obvious.
Where you have the significant difference, is in the mil spec acceptance stamp, usually a small star - those tubes are superior, otherwise you have the normal, commercial grade tubes.
...especially on the second tube from right, it is the diamond shaped logo with letters near it.
...I see this on a lot of Russian tubes inc current mfg.
I think you are correct. OTK or not 'IF' the seller is properly testing them..a big if..the tubes should IMHO be fine.
