I think it's an agreement between Shuguang and New Sensor. I am no expert in tube-based business models, but this is just a quick stab at the economics of it.
From the TubeStore, Gold Lion and Preferred Series 7025 are about $25 each. On ebay, you can get the Shuguang "factory-tested "tubes at $10 each. Let's say the final operation costs and profit margins to both New Sensor and the TubeStore account for 40-50% of the tube's final price at the shelf. That would mean the cost to these companies should sit at around $10-15.
Factory testing probably doesn't get you spec-adhering tube with matched sections, matching transconductance and gain, and lower min/max noise floor. So, the price to New Sensor and the TubeStore must be pretty sweet to sift out all the bunk tubes. Either that, or the branding is snake oil, the factory quality is consistent, and Shuguang is actually selling these things at about $10 a piece at large. Or better yet, they have already done the stringent testing, have particular batches, and they sell them as such directly to customers (New Sensor and TubeStore). The reason I suggest the latter is because, again, the TubeStore has these under their brand. Otherwise, how could they afford roughly the same scales of economy as New Sensor?

May your tubes be lively and long-lasting. Holy be thy heater.

I don't think any present tube manufacturer does stringent testing. I try to buy from dealers that do and have have no issues...yet.
Haha, you're right on that one. Ok, so not stringent, but "striiingent" *wink wink nudge nudge say no more* hahaha
As for the comparison betwee the GL and TJ, I could not say. I don't have a GL one on hand to say. From what I gather though, they're probably smoother sounding than the TJ, and probably more focused and detailed.

The 'factory matching' on Russian tubes is nebulous and the Psvanes are being sold, per an Inmate in China, on carts in the street. Perhaps factory culls? I dunno. I'd like to try a pair of the grey bottle Psvane KT88's though.
