I am having difficulty finding this tube at a reasonable price. what can i do for a substitute? would a different brand 5751 tube have a similar sound or does brand make a big difference? is there a similar tube that is more available? I want to keep the rich, warm sound. but this tube is hard to find and expensive.

Nothing sounds quite like the windmill, but if you want rich, warm sound I recommend the Sylvania triple mica grey plate 5751. Still quite reasonable (less than half the price of the windmill) and available. I find the other Raytheon 5751, the blackplates with the square getter, even harder to find than the windmill and just as pricey. The Raytheon blackplate 12ax7 is very good, but the older variety with the square getter is pretty much extinct now, and the 1960 version with the round getter (often labeled "Baldwin") is now commanding $50+ per tube on e-bay. Very good tubes.
The Tung Sol 5751 is very good also, but also getting rare and pricey. Cheapest vintage 5751 are the GE grey plates, and they are rich and warm, but the resolution does not equal other vintage 5751s IMO. RCAs 5751s may be worth a try and are still fairly reasonable.

Some of the early RCA 5751s are sort of similar to the Rytheon windmill getters. The Early Raytheon 12AX7 long black plates are very very similar to the windmill 5751, but they aren't cheap either.

I never seen a RCA windmill getter. Raytheon manufacture is the only windmill getter tube I ever seen. If you can view a close up pix of both your RCA & a Raytheon perhaps the RCA is a relabeled Raytheon.

A few are on eBay, but are around $100 each. Just for fun, try inexpensive Sovtek 12AX7LPS.
On this 5751 there really isn't a clear alternative which sounds like it.
Although I really like the Raytheon Windmill getter tube myself I am not clear why you (OP) want that one? The other Raytheons have some of the qualities of the Windmill. Did you try them? I would try the other Raytheons first.
Otherwise, I suggest that you try a late 50s RCA white print Triple Mica Black Plate or 60s Command RCA 5751s. If you roll a couple of different tubes you might find one you like. The Tung Sol 5751 is kind of a rare bird but didn't cost a lot a few years ago. The easiest to find Triple Mica 50s tubes to find are the GE. Can you experiment with less costly tubes? You won't save a lot that way unless you can resell the tubes you don't want.
As a matter of course I wouldn't expect a lot of "tone" from an 80s JAN tube or current products but the others are fair game.
