If only 2 were made, there is probably a good reason...like maybe it didn't work all that well.
The letter accompanying the tube mentions two diodes being inserted into the tube and the need for new mica tooling. I am assuming that the bottom spacers are the proposed new mica sheets. Making the punch sets for the mica would be quite expensive and only feasible if the tube went into full scale production.
The letter also mentions the tube usage for flip flops or binary coding for use in a computer, probably the reason why the diode insertion is also mentioned. The ENIAC used tubes but they were fairly quickly outdated by the development of transistors: less energy consumption and much more compact.
