What makes a plate choke different to a smoothing choke ? Would winding a plate choke in layered sections like an SE output transformer make a difference ? What about a split bobbin with half the sections loaded in each in series ? What about both methods combined ? I'm intrigued , I have a very good winder and I'd love to put him to the test :)

The biggest difference is that the plate choke must handle large AC (signal) voltage swings in addition to the direct current. Typically this might mean that you should not exceed 2/3 of the rated direct current. The actual factor depends on the particular circuit and the choke inductance.
A simple layer-wound coil has about twice as many layers as an output transformer primary, so it has half the capacitance. Using multiple axial sections, in series, reduces that capacitance by a factor of 4 (IIRC) but there will be high frequency resonances due to the different capacitances. These are usually well above audio frequencies, so the effect may or may not be audible.
Just a note - filter chokes with enough inductance for typical SET plate loads are few and far between.
I think you are correct about taking HF behavior into account. A loading choke needs to be effective out to perhaps 100 KHz. OTOH, a PSU filter choke needs to be effective at the ripple freq. and a few overtones.

If you're going to be ordering plate chokes from a good winder and can sell them at a competitive price, then there will be some interest.
The Hammond 126 series are my current plate choke go-to so anything as good and cheaper, or better with some fancy materials would be most welcome.

This is a bit off topic, but I have noticed a good many people looking for various types of chokes...specifically plate and grid chokes.
