You can pick up the signals from the phono stage at the Tape Out jacks. When you do that all the controls (volume, balance, tone controls, etc.) are inoperative except the Turnover and Rolloff controls.
Use short, low capacitance cables to connect the Cit I to your pre.

First of all, I am a dummy of tube electronics, and the DIY pre was from a friend.
I have a few more questions:
1) Just connect the output from the turntable to the "Phono In" of the CIT?
2) Connect the "Tape Out" of the CIT 1 to the DIY "In" ?
3) Please recommend a few low cost low capacitance cable

You're very close - connect the turntable to Phono 1 on the Cit I - that's the input for a modern phono cartridge. Otherwise you have it nailed.
The lowest capacitance high quality cable I know of is the Blue Jeans Cable LC-1 which has a capacitance of just over 12 pf per foot. Keep the length to 3 feet or less if you can. You can read up on it at the link below.

If, as Jim instructed, using low capacitance cabling is not feasible, DIY a buffer for the recording O/Ps. Make the buffer's O/P impedance low enough, along with good current handling, and you can simultaneously drive your DIY line stage and a recording device. ;> )
