Hello!
If I wired either 2 x 0B3 in series or parallel, what is the regulated voltage and current capability under both scenarios?

The current capability is sort of a complicated question. A lot of these tubes will handle considerably surge current at startup, provided that the circuit intended to draw from the regulated supply warms up and reduces the load in a reasonable time.
The 0D3 datasheet is most explicit about this, stating that it can tolerate 100mA of current for a warmup period.
Zeners and cold cathode regulator tubes to not function well in parallel.
I'm not sure you can use VR tubes in parallel.
2 0b3s in series would be 30ma. 180 volts.

My friend is seeking a VR tube combo for 300v @20ma regulation. Any suggestion?
Two 0D3s in series, as a shunt regulator, will regulate the voltage at 300vdc.
