Looks like R1 is paralleled by C4 and makes the connection between signal ground and chassis ground. Did you measure the voltage across that resistor? Be sure it doesn't open, it would be a safety issue.

R1 begins to show smoke when the output tubes are inserted . I can measure it with all tubes inserted, except the 300B. So this was not measured yet. I can do it without the 300B's.

If R1 goes from signal ground to chassis ground, and it smokes, you have a serious issue with your amplifier. Seek qualified, local assistance to have a look over it, otherwise you may run the risk of causing quite some damages.
You might also quickly want to measure the voltages at each pin of the 300B when the amp is on with a 300B inserted, as this gives a complete snapshot of the output tube's operation.
