Looks like two separate chokes in one can, since the core doesn't appear to be common to both - the tall package size kind of squares with that.
Given the hipot rating, looks like for a HV power supply with multiple chokes.

yes i agree that it have two choke in one can but the second choke is kind of interesting as it is center tapped and that made me wonder what is was really designed for ?
a WAG on the center tapped choke...
perhaps used ala the final PP driver stage of the Altec 1570 amp... as a cathode choke. I'm thinking this type of application because of the thirty mil current rating and the 10 henries... you don't need a ton of L in the cathode circuit since it will have a relatively low output impedance.
that's my wild ass guess.
