Mains transformers and some chokes and output transformers have these . Apart from the obvious extra cost : why ?

I believe the flux band acts as a shorted turn for magnetic flux outside the main windings. The flux is converted to current and dissipated in the band, improving shielding.

That's the way I understand it.
There is also some shielding of the electric field, if the band is grounded and outer winding has a lot of AC voltage. Electric fields (e.g. from power transformer HV windings) are easily picked up by high-impedance circuitry through capacitive coupling - a bigger problem with tubes than low-impedance solid state.

...I've only seen the bands on mains transformers, not OPTs or filter chokes.
Sorry , I just checked and Valab (junk) use fluxbands on their plate chokes as well as their grid chokes . Not PSU chokes as I previously stated . There is a guy here in the UK who sells EL84 spud amps . These use fluxbands on both the mains and output transformers
