You already have a template (the metal top plate) and probably own an electric drill.
Home Depot sells 1/4" Walnut plywood with quite nice veneer in 24"x24" pieces at an attractive price.
The three hole saws required with their arbor will cost about $50.

That piece will have to be cut from solid wood unless he wants to glue up two or three thicknesses of the 1/4" stuff, then veneer the exposed edges after it's cut and shaped. Definitely not worth the trouble IMO. Even just cutting it to the shape shown will require a router with a template or a CNC machine. Otherwise, it will be difficult to make the radius at all four corners match.
Xaudiomanx, if someone could cut the wood, are you able to finish it? I'm thinking you might find a local cabinet maker who would take it on if you're not in a hurry. I have the tools for this sort of thing, but I require face-to-face conversation and beverages. :)

I took it to mean he wants to make the face plate=top plate in wood. Duplicating the wooden chassis is an altogether different task.

So it is. The color of the chair fabric on the left side threw me off.
Cut a 4/4 piece of Walnut to size, shape the arcs, then router with a bottom bearing, 45 degree chamfer bit. An hour.
