First off, why is a non polar cap marked with a positive terminal.

Good eye Russ. I also see that this cap also has a vent hole. So, most likely an electrolytic cap.
Hitachi doesn't make a "FA" series cap. They make FA5 and FA6 IIRC.
Cap is clearly a fake. The non-polar, polypro, motor run stuff is enough of a clue.
I have 40 of them NIB from the estate of a guy that had a company that made medical lasers.
I can't find any info on them.
Russ, do you have any info on them?
