You most probably got some Russian junk that is advertised on eBay as "NOS". They usually come with all kinds of fake "OTK" stamps and are priced attractively.
6N1P is an excellent tube otherwise - just buy it from reputable sellers that have their own "OTK" (Quality Assurance Department).

Back when we were using them (10-15 years ago?) the -EB milspec were the ones to get, preferably from the Svetlana factory if I recall correctly. Even so, we often heard them lose their magic in a year or two - no idea why, they would still test fine.
If you haven't already found this, the old US "Svetlana" data sheet gives incorrect specs, reversing gm and rp. Find a Russian data sheet for the real data, there is one around with Russian and English specs. That one says gm is 3500 to 5500 and mu is 27 to 43. Not a high precision spec ... It's quite similar to a 5670, just a bit less transconductance.
Thanks Paul, I have both those data sheets. Not sure if I want to build with these or not. Something US-made in the 12A** series will probably be better quality and more repeatable. I'll probably just trash these and move on...

I agree about sticking with dealers whose reputation is solid.
Also, like many Russian tubes, specimens with the EB (ev) suffix tend to be superior.
