I was wondering why whenever I used to put up a product review it would go in General after explicitly telling the form to post it in another section of the site.

It turns out there is a bug when you preview your review, it defaults back to "General" after the preview. Someone who doesn't check the proper board selection a second time will have their review sent into general.
