We're not running any caching. In fact, we're setting headers to not do caching.

No one else is having issues and I can't duplicate the problem. You might ask your network folks if they've made a change.

It's not browser cache (I made sure of that), and not server cache either - seems like some kind of cache on the network. May be it's our company's Websense that's doing caching, along with content filtering.
I'll try to find out.
