By "voice coil" I assume you mean everything except the magnet. You can replace the diaphragm and voice-coil assembly, but you need to align it; otherwise, it will rub the magnet poll pieces. The way I did this many years ago was to connect a signal generator to the tweeter with an appropriate test tone that allowed me to hear whether it was rubbing while I tightened it to the magnet assembly.
