1) how far out from back and side wall do they have to be, and 2) being a fairly inefficient speaker I wouldn't be surprised if they're not so good at low/medium volumes. Any comments on that?

As much as I admire Vandersteen I'm going to pass on the 2CI thoughts that have been rolling thru my head. I really don't think I have the room for them (they'd be pretty close to the walls).
Many folks reply on how they were rewarded or discovered their favorite preference with tilt and position.
I wouldn't give up just cause it looks like it might be tough.
As with anything good in life it pays to be brave and follow through
the manual is well written and easy to understand.
I think most will still enjoy the Vandersteen 2CE sig II Design
right up against the wall or if it has to be 11 inches out..
Wasn't there a line in an Eddie Murphy movie that once said Lack of ---- Music Make you brave.

I have found that the distance BETWEEN my Vandy 2ce Sig II's is a very important issue also. By the way, I also believe that the placement possibilities recommended in the manual are excellent. And putting the speakers a third into the room, and sitting a third of the room from the wall behind you, is a very nice way to listen also. Enjoy your wonderful speakers.
I was kind of frustrated with my 2ces and the sound I was getting while playing them - I kept posutioning them by ear and they sounded pretty good,but not great - until today when I broke out the manual and followed the postioning exactly as explained in manual (total inches of room divided by 3,5,7 or 9 for front and side placement) and the amount of tilt for my listening position - OMG! bass like I never heard before with them , a tremendous soundstage and the detail I was missing all in spades - I beleive the manual is available at the Vandersteen site... hope this helps
Using the short wall in our 16x23' room we were able to place our 2Ce Sigs as close as 21" (vertical center of speaker) from the back wall and 26" from side walls without significant compromises in sound.
Of course they sound better farther out, but for us they get in the way.
As far as efficiency I think it's the other way around, the 2's sound fantastic at low to moderate (mid 80s db in our room) it's the occasional Saturday night crank-ups where the 2's start to sound stressed.

They certainly have a sweet spot when positioned right, but they also can take a lot of abuse as to distances to walls and still deliver excellent soundstage. Even after the wife is cleaning and one speaker is aimed 30° away from the listening position they will deliver a real soundstage. I also found my 2CE Signatures to really open up when bi-amped. It's probably just due to them having more power but the dynamics and bass were noticably improved.

they MUST be angled in towards and perhaps directly at the listener. because of their wide dispersion, the side wall reflections can cause a phasey sound to the speakers if this isnt done.

From my experience as a past Vandy owner and hearing them in many different showrooms and homes, keep them away from walls, both front and side, as much as possible.
The two best auditions I ever heard with any series of the 2s happened years ago, first at Havens and Hardesty, then at Bill Low's (Audioquest) home. In both examples the speakers were located more than six feet from the nearest wall. Close your eyes and they disappeared, presenting a HUGE soundstage.
the positioning method recommended by George Cardas + long wall setup. His method can be found in AA FAQs along with some others. Vandersteen himself recommends "odd" dimensions i.e. dividing room dimensions by odd numbers without using the same dimension in both directions. There's a chart in his manual. I prefer the Cardas but both work well.
