There is some truth to what you're saying, but you have to consider the available inductance on the primary of the output transformer.
The UBT-1 specifies 8 Henries at 160mA, which will be a limiting factor for low frequency response at 1.6K (IMO). One would expect more inductance at less current, so that's worth considering. If you put an 8 Ohm speaker on the 4 Ohm tap to reflect a higher impedance, frequency response will be poor (you still have 8 Henries, but now at 3.2K). On the other hand, if you went the other way and used a 6C33 with this transformer and put your 8 Ohm speaker on the 16 Ohm tap, I would expect excellent results (160mA would be enough for a higher voltage operating point).

I have used the UBT-1 this very way (8-ohm speaker on 16-ohm tap to give 800-ohm to a 6C33C) and it does work quite well.
Unfortunately, I don't have any 6c33 , but , I have over a hundred 6550. So, what you are implying is that it would be better if I get an OPT that is closer to the optimum impedance for SEP operation of the 6550? Dak
Yeah, the output transformer designer has to make some critical decisions that really nail down how you can use it.
