Thread too long, I didn't read it all. So apologies if these points have already been made:
32 ohm load on the 16 ohm tap will reduce maximum power to around 60% - it's 50% at the same output voltage, but the flatter load line allows slightly greater voltage output. It also gives you reduced distortion.
If you need more power, just use a stereo SET driven in parallel for each channel, and wire the 16 ohm outputs in series - presto, a 32-ohm output!
