In addition to a level control, a passive preamp would likely have a switch to select from more than one source. It may even have multiple outputs, for example to drive a subwoofer as well as the main amp. To a limited degree, you can even produce tone controls (such as baffle step correction networks) within the passive preamp. I myself have built and used a simple passive line-level crossover, which could be implemented as part of a passive preamp.
It gets pretty tricky to do all these things at the same time, but they are all reasonable possibilities.
