Not enough drive level on the amp inputs, your tape deck probably has -10 db consumer level outputs on it.

Well the tape deck drives another amp to rated that needs 2 volts, the sure says it needs only 1.4, I cant even get 1/2 a watt out of it.

  Just make shure it's not set up for 70V operation, you could also have a bad amp. Here's the owners manual for the thing maybe it'll help you out.
