If she has a computer, I'd go that route. Get an M-Audio interface, a Rat shack mic, and Mackie Tracktion or similar inexpensive software and she'll be able to do worlds more than with a 4-track. Cassette 4-track is pretty old hat by now.

Good advice given here.You won't get anything in your price range, unless you find something used that's still in good, working order, that's worth buying, even for such a basic application. Tascam US-122 or US-224, each at $199 from Musician's Friend, would be worth a look. No additional sound card needed and USB connectivity.
